The quest is bugged for a lot of people and Tarquin isn't anywhere in Stonegarden and won't give you the quest when you approach him on Lady Vengeance.

This is all theoretical since I know this can’t be added to the game, but I’ve been thinking a lot about this so I thought I’d make it a post. Tarquin would have made a great Origin character, a better human Origin than Ifan, I think.The history of Lucian dropping deathfog on the elves is so well-known and entrenched in Rivellonian culture that you get to hear about it and read about it everywhere already, and there was no need to have a character with extra beef with Alexandar when the player is poised to be his enemy anyway. Plus, Sebille has compelling history with the Lone Wolves that is more affecting. In contrast, think of all the interesting history and interactions that could have been if Tarquin had been a more major character (major spoilers below): —Tarquin is very interested in demons, and demons are only seen a handful of times in-game. He could have offered a lot more information about them, which would have been really helpful since players are often in the dark about their history. —He worked with the Black Ring prior to their becoming fixated on the God-King, which means he could have interesting reactions to them in places like Act III.
